Actually, in Japan Best Of albums tend to sell a lot better than new albums, so it benefits UFA to promote the upcoming album more than a standard new album. That said, I think this promo is more for the group in general, the new single, and that guidebook that's coming out in September. 

Is there an easy way to pull up H!P/UFA stuff on iTunes? Like a cheat sheet or something? They're so weird about how they choose to romanize (or not romanize at all) that I can never find anything without doing 10 different searches.
